Inheritance of a character is also affected by promoter and regulatory sequences of a structural gene. Hence, sometime the regulatory sequences are loosely defined as regulatory genes, even though these sequences do not code for any protein.

The promoter sequence and regulatory sequence in a DNA segment control the activity and functionality of RNA polymerase. RNA poly polymerase binds with the promoter sequence for starting the process of transcription. This promoter may be weak or strong and it is regulated by a non-coding regulatory sequence.
So the character would be inherited in the form of a protein. This protein is formed by the transcription of structural genes in DNA through RNA polymerase.
