Inspite of low funds in 1980's government had to overshoot its revenues? Why?

Inspite of low funds in 1980's government had to overshoot its revenues because the government has to overcome the problems of unemployment, poverty and high rate of population growth rate which was prevailing at that time in India. In order to make programmes and policies to overcome these problems the government need to overshoot its revenue.
