Is erasing and implanting human memory a good topic for biology investigatory project or Nipah virus disease ??

If I were you, then I would have gone with Nipah virus disease.
Because it is directly related to your subject and it would be easier for you to research for this topic and you will get sufficient information to be included in project in short time.
The other topic- erasing and implanting human memory, is obviously related to biology but it has psychological aspects too. Also it would be a little difficult to gather information for the same.
This was just a suggestion from my side. You should choose the topic according to your convenience,
