Yes, when you are saying the exact thing of somebody's saying directly to another person you have to use inverted commas, but when you are the sayingthe exact thing of somebody's saying indirectly to another person then there is no need of inverted commas. For ex- 1) He said, "There is no need."                                                                                                                                                   2) He said that there is no need.
