Is light is matter? If not why not

Light has dual nature which behaves both wave and particle. Answer: Light is not considered matter because, light is just a form of energy. It neither occupies space (no volume), nor does it have any mass, which are the two essential characteristics of matter

The reasone behind this is that,the light do not have atoms.

Light is not matter.Light?is made up?of things called photons, and these photons can possess some?of the properties?of matter.For example, they are always moving, and when they move, they can exert a (usually very small) force on an object (just like moving?matter can).
