No, myelin sheath is not made up of dead schwann cells. It is a part of schwann cells and originates from these when formed in Peripheral nervous system. It is formed from oligodendroglial cells in central nervous system.

FROMATION OF MYLIN SHEATH IN CNS AND PNS
Glial cells (called oligodendrocytes in the central nervous system and Schwann cells in the peripheral nervous system) produce an insulating material calledmyelin which wraps around nerve axons. Because of myelin, electrical signals can move along nerve axons at high speed.
