paint is always a suspension...a dispersion of finely divided pigment particles in a medium.
It can be a solution...the binder in oil-based paints (eg linseed oil) is dissolved in a solvent (eg mineral spirits, which gives it the chacteristic odor). It is thinned with 'paint thinner', mineral spirits.
Or, it can be a colloidal emulsion (eg 'vinyls'), in which the binder is very fine droplets suspended in water. It is thinned with water.
