Is performance appraisal concerned with estimating the performance or appreciating the employees for their performance ?

Performance appraisal report is made to compare actual performance with planned performance which is done by the supervior by estimating the performance of the employees. No matter whether the performance is good or bad it is recorded in appraisal report and forms a base for giving promotions ,increements ,bonus etc.to the employees.
