IS THERE A LOGICAL REASON WHY THE POEM HAS THREE STANZAS?

yes . The poet wants to describe  the things which he can see from the jet at three different heights .Therefore, he writes the poem in three stanzas.

It has three stanzas because the poet is talking about the three stages of the height of the jet i.e (the opening lines of each stanza) - 'when he jet sprang into the sky' ( first), 'when the jet reached reached ten thousand feet ' (second), 'when the jet rose six miles high'.
