Is Valency and Ions are same thing?

Valency is defined as the the combining capacity of an atom.
The number of bonds that an atom can form as part of a compound is expressed by the valency of the element.
The capacity of an atom is described by the total number of electrons lost, gained or shared to complete its octet and it also determines the valency of the atom.
Example: Valency of O in H2O is 2
                Valency of N in NH3​​​​​ is 3

An ion can be defined as an atom or a group of atoms which holds positive or negative charge .
The term ‘ion’  refers to atoms or molecules that have non-zero net charges associated with them.
When an atom loses electron it forms cation.
When an atom gains electron it forms anion.

Valency has no sign, Ion has both positive and negative signs.
