Vinegar is not a suspension.
A suspension is a heterogeneous system in which the size of solute particles is large (>1000nm). As a result the solute particles do not dissolve in the solvent and remain suspended at the bottom. Therefore these particles can be seen clearly with the naked eye.
Vinegar , is a clear liquid.  It is a homogeneous mixture of acetic acid in water, in which there are no visible solute particles.
