Isn't it supposed to be option 'a'

Dear student,

Here is the answer:
The correct answer is : Countries which are among the highest in the Human Development Index are considerd to be the developed countries.

Explanation:

A country cannot be considered developed if it has just accumulated wealth and secures the future of citizens because wealth is just one factor used to measure development. If the people of the country are not literate or if the country lacks basic health facilities that country can't be considered developed.

The Human Development Index (HDI) takes into consideration three key factors of human development such as education, standard of living and health. It is used to measure the impact of development on human life. THE HDI was developed by United Nations to access the social and economic development of countries around the world.

The Human Development Index (HDI)  gives a better picture of a nation's development because it takes into consideration social and economic factors too.  The HDI measures each of these factors between 0 and 1, one being the best.
