In these lines the poet says that there is no thunder and storm just soft and steady fall of the rain drops. It helps one in lying awake and does not disturb too much as it does not prevent one from sleeping. Also, since there is no sound of the thunder and storm, hence just the rain drops make it easy to read. The sound caused by mere rain drops is pleasant to the ears and not harsh.
