it is said that all surfaces have bumps.then why are their reflections parallel

Dear students,
All surfaces are irregular at microscopic level but to naked eye smooth surfaces looks  perfectly flat. in the same way reflected rays looks parallel to naked eye. But theses lights are wavey at microscopic level.
