Japanese citizens working in embassy of Japan located in India are Indian residents are not? Explain. What if they are living for more than a year?

Japanese citizens working in embassy of Japan located in India are not Indian residents.
If they stayed more than a year, then they are considered as Indian residents because Generally, an individual is said to be resident in India in a fiscal year, if he or she is in India for more than 182 days in India.
