  • Law is needed to protect the rights and liberties of the individual. It is the system of rules which a particular country or community recognises as regulating the action of its members and which may be enforced by imposition of penalties 
  • Liberty is the total rights possessed in general by the people of a nation as they relate to its government, and/or the expectation that a nation's people have of exemption from control by a foreign power.
  • In the absence of one another the other cannot survive'i.e. liberty can be guaranteed only with the enforcement of law.
  • And law can be properly followed only when people have rights and liberties. 
  • Hence they are considered as two sides of same coin.
