C = { x : x is an integer x2 < or = 4 }

My question is how is the answer { -2, -1,0,1,2}
shouldnt it be {1,2}

because the sign provided is less than 4 or equal to 4 tht's why
not only 1 and 2 are included but also -1 -2 and 0 are included
too!
