Maximum credit that commercial bank can create legally is indicated by 1CRR × Cash reserves with RBI.
Suppose, the CRR is 5%. If commercial banks are likely to get new cash deposits from public and will be able to deposit additional Rs 15000 with RBI in the form of cash reserves,  then the maximum credit that the commercial bank can legally create is:
15% × 1500020 × 15000 = Rs 3,00,000

My question is also in that it should be multiplied not by cash reserve with RBI it should be multiplied by primary deposits so you can this question is wrong as on primary deposits divided by crr will only give Max credit creation ..
