meaning of the shepherds treasure

In the story "The Shepherd's Treasure", the humble shepherd highly impressed the king of the land with his wisdom, simplicity, honesty and his generous nature. The king, in turn, made him the governor of a small district. The quick rise to fame and popularity of the shepherd made the other governors very jealous of him. They went and complained endlessly to the king that the shepherd was very dishonest, and kept a part of the taxes as a personal treasure. They said he was storing the money in the iron chest he always carried with him. 


The king finally summoned the shepherd to the palace and demanded to know what was in the iron box. The shepherd immediately opened the box in front of the king and showed an old blanket kept inside. The king was surprised as to why a person, in the rank of a governor, was holding on to such an old blanket. The shepherd told the king that someday, even if the king dismissed him and took away his luxuries, he would always have his blanket to protect him. 

The shepherd's answer highly impressed the king and put the other jealous governors to shame. Everybody had to finally acknowledge that the shepherd was indeed the most humble and wisest man in the land. The king immediately made him the governor of a bigger state.
