Assuming the structure to be CH3COOCH2CH3

its an ester so suffix -ate

Ethyl group after -COO = ethyl

2 Carbons including CO = Ethano.

Ethyl ethanoate

I think your second question is wrong because COOH group( carboxylic group) cannot be present in between the bonds it is always placed at the terminal ends.
