No, both are not same. The concept of accountancy is wider than the concept of Accounting.

Accountancy is a discipline which provides a systematic knowledge of accounting. It is required to study the various aspects of accounting. It also helps in understanding the theoretical base of accounting and explains why and how the accounts are prepared.

On the other hand, accounting is concerned with systematic recording, classifying the transactions and events of financial nature and preparation of and presentation of various accounting reports in form of Trading and Profit and Loss Account and Balance Sheet.
