Name the compound that determines water potential?

There is no compound that determines water potential. There are different methods to determine water potential such as Vapour Equilibrium Method, Vapour Immersion Method, Pressure Chamber Method etc.
Water potential is highest in pure water.
Pure water has no solute particles so solute potential is zero and it is not under any external pressure (other than atmospheric pressure), so pressure potential is also zero. Hence water potential of pure water at standard temperature, which is not under any pressure, is taken to be zero.
