We will be able to see the flash almost immediately as light travels at a very fast speed. But, the speed of sound is much lesser so it will take some time. 
So the distance of the cloud is given by,
Speed of sound x time=340 x 4.5=1530 m

SO WE KNOW 2D =V*T ( THE SOUND GOES AND REFLECTS SO TOTAL DISTANCE = 2D)

2D = 340 * 4.5

2D = 1530

D = 1530 / 2

D = 765 M
