oxygen or chlorine which is more electronegative​​

Oxygen is more electronegative than Chlorine.
Although when we move towards the right of the periodic table, electronegativity increases., but since the size of Chlorine is large, the electrons are farther from the nucleus in chlorine than they are in oxygen. Consequently, the nucleus of oxygen attracts the electrons more than does the nucleus of chlorine.
