No, we do not agree that Peggy was a real bully. This is because though she makes fun of Wanda, she also saves other children from bullying. She has a strong affection towards animals. When Wanda told her she had hundred dresses she didn't understand what she meant and thus thought that Wanda was lying. But later when she came to know the truth, she regretted her own behaviour.
