Buffer systems ensure that body pH remains in the physiological range, pH 7.2 to 7.4 so they have pKa in the physiological (neutral) range or we can say slightly basic range. 
Proteins present in blood plasma have pKa close to 7.4. They are made up of amino acids (positively charged) and carboxyl groups (negatively charged). They can bind hydrogen and hydroxyl ions through their charged regions, thus acting as buffers.
