Dear Student,
The major steps taken by Indian government towads decentralization in 1992 were as follows:
1. Seats were reserved in local bodies for backward classes, scheduled castes and scheduled tribes.
2. One-third of the seats were reserved for women.
3. For holding elections of panchayat and municipal bodies in the states, State Election Commision was constituted.
4. It was compulsory for the State Governments to distrubute, share powers and revenues amongst local bodies.
5. For electing local governing bodies, it was made mandatory to hold elections.
        This makes the third-tier of Democracy more powerful and effective.
