What does the poet mean when he says that a chemical war will result in a 'victory with no survivors'?

Dear Student,
The poet wants to express the hazardous effects of wars. He says that all the people are involved in fighting wars to rule over the world.. and yes, although one of them will win and get the victory. in the course of these wars, all the residents will b killed by the warriors.. so they may get the victory but with no survivors.
