The poem dwells on squalor, but ends on an optimistic note. Due to education the imprisoned minds of the children who live in slums and their lives will be released from bondage. When the  “governor, inspector, visitor” will come to their rescue they will be freed from the shackles of class prejudice. The free and liberated children would be running on the “gold sands. They would progress due to knowledge. They will also be liberated from the shackles of poverty.
