Dear Student 

For a region to qualify as a biodiversity hotspot it needs to have high levels of endemism and should be under the danger of loss of vegetation. These are called hotspots because of the high amoung of species richness in small areas. It is the loss of habitat that causes such high concentration of species in smaller regions. A biodiversity hotspot is by definition irreplacable because of the highy concentration of endemic species. 
For a biodiversity hotspot, lower species evenness is not a requirement.
