The author means that Jenkins seemed to be aware when John Hallock was under pressure and often demanded his time and writings, precisely at that point. Contradict means to disagree on a subject with another person. In this context, refuse is partially right. But it means, he couldn't disagree or object.

CONTRADICT MEANS TO REFUSE OR GO AGAINST CERTAIN STATEMENT OR EVENT OR BE CONTRARY TO IT .
THE SENTENCE MEANS THAT JENKINS ALWAYS ASKED THE AUTHOR FOR A GHOST STORY AT TIMES WHEN HE WAS UNDER PRESSURE FROM EITHER THE LANDLORD OR THE EVEN THE GROCER . THE AUTHOR FELT AS IF JENKINS KNEW WHEN THE AUTHOR WAS HAVING SUCH PROBLEMS AND BOTHERED HIM AT EXACTLY THE SAME TIME .

It means that Jenkins always had some uncertain knowledge about the narrator like, when the landlord or the grocer were harassing him. And Jenkins blackmailed the narrator and got him write the story.
