Please explain me this answer. I'm not able to get it, properly.

Dear Student,

In the chapter 'Hearts and Hands', Mr Easton wants to say that living in Washington is very expensive so whatever money they have is spent quickly. In the story, the writer tries to satirize the manners and customs of the upper-class. Miss Fairchild is an old acquaintance of Mr. Easton as they once belonged to the same elite circle but now Mr Easton has turned into a con man.
