Please explain the meaning of this paragraph regarding Van der waals

These forces are primarily dependent on electron densities which induces a temporary polarity resulting in weak Van der waals forces.
Van der Waals forces include attraction and repulsions between atoms, molecules as well as other intermolecular forces. The force results from a transient shift in electron density. Specifically, the electron density may temporarily shift more greatly to one side of the nucleus due to fluctuations (resulting in temporary polarity).
The arrangement of electrons happens randomly hence not symmetrical around the atom.
