Oxidation state is the number of electrons a particular atom can donate or accept with favourable change in electronic configuration and minimum energy increase whereas covalency is the maximum number of bonds that an atom can form using its empty orbitals by sharing or accepting electrons.

In [AlCl(H2O)5]2+, Al is attached to one Cl and 5H2O so its covalency is 6.
Oxidation state of Al= 2+1=+3
Therefore, both are different.
