Please explain why the 2nd reaction is not possible?

In second reaction carbocation is formed in cyclopropane (product side) which is least stable on comparing to cyclopropene, in simple the absence of "pi" bond in cyclopropane makes the carbocation an unstable pair with perchlorate anion. Hence second reaction is not feasible technically.
