AB = AC ( given) 

AP = AQ ( given)

by sas rule of congruency

Triangle APC congruent to triangle AQB

Therefore, 

CP =BQ (by c.p.c.t)

And, 

Angle APC = Angle AQB ( by c.p.c.t)
