Nitrobenzene is a strong electron withdrawing group which deactivates the aromatic ring towards electrophilic substitution reaction. Therefore, the aromatic ring becomes electron deficient. On attack of electrophile such as CH3CO+, which is itself electron deficient, the reaction can not proceed further. Hence, nitrobenzene does not undergo Friedel Crafts acylation reaction and nitrobenzene can not be converted to m-nitroacetophenone.
Thus, both Assertion and Reason are false.
