Haloalkenes and haloarenes , when compared in terms of bond cleavage; haloarenes require more energy due to partial double bond character between the halogen and benzene ring owing to resonance.
hence, assertion is correct.
The reason that is given is that phenyl carbocation is more stable than alkyl carbocation which is true owing to resonance but reason is not correct explanation of the assertion. Since the reason for difficulty in bond cleavage of haloarenes is due to resonance which results in partial double bond character.
