Dear student, In cutting of paper, no new substance is formed. Therefore, it is a physical change. Whereas in burning of paper, a new substance called ash is formed. This new substance differs from the original substance (paper) in its appearance and properties. Therefore, burning of paper is a chemical change. Thanks and regards.
