Dear Student, 

According to 10% law i.e. only 10% energy is transferred to the succesive trophic level. First comes the producers. T1 level is basically occupied by primary consumers , following by secondary consumers i.e. T2 level. So only 10% of 10,000 J will be passed i.e. 1000 J will be passed to primary consumers. Now, 10% of 1000 will be passed to seconday consumers i.e 100J. 
Hence, option C is correct.
