Calpurnia is talking about the unusual things or the ill omens that the watchman has witnessed. Here, she tells caesar about the fierce war that is being fought upon the clouds with the soldiers arranged in the right order. By saying this the writer is creating a sense of allusion so that the situation can be visualised by the readers easily.
