No, the transformation of puppies into an adult dog cannot be termed as metamorphosis.
Metamorphosis is a biological process of transforming a larva into an adult. This involves relatively sudden and abrupt changes in the animal’s structure. Frogs and insects are the only organisms which show metamorphosis. 

Fertilization will not take place if there is no semen. Semen provide nutrition to sperms & medium for travelling of sperm inside the vagina, in order to reach an egg.

2) internal fertilisation is different as in in ternal fertilisation the development of the embryo takes place inside the mother's womb or on wall of uterus but in external fertilisation the eggs are laid by female and development of these eggs takes place outside.
