The primary sector is considered as the most important sector of economic activity during the initial stages of development because of the following reasons:

1. The primary sector usually produces a variety of raw materials that are sent to another sector called the secondary sector for manufacturing purposes. Then the manufactured materials are further sent for transportation by the territory sector. 

2. The primary sector also directly makes use of natural resources. It is the most important sector which provides adequate employment opportunities to a large number of people in the under-developed or developing countries.

3. Utmost importance is given to the procurement of raw materials in the primary sector without which the very existence and survival of secondary and territory sectors become impossible. Thus, the primary sector plays a crucial role in the initial stages of development.

4. In the initial stages of development of any country, agriculture prospers and farming methods change. When agriculture develops and more food is produced, employment opportunities open up. When the primary sector flourishes, doors are opened for secondary and tertiary sector development as well. 

5. Since the primary sector is the largest in an economy, it plays the most significant role in the social and economic development of a country.

During the initial stages of development, primary sector was the most important sector of economic activity. As the methods of farming changed and the agricultural sector began to prosper, it produced much more food than before, many people could now take up other activities and this gave rise to the service sector.
