It is becuase of inertia of direction. The inabiltiy of a body to change its direction by itself is called inertia of direction. So when the tyre statrs moving the particles will have tnedency to move tangentially. Any object moving in circular path has tnedecy to move in a staright line in the direction of rotation that is tangent to circualr path.

So the water particle leave the tyre tangentially when tyre moves.
