The first excited state drawn by you in which the electron jumps from 4s orbital to 4d orbital is the correct one. This is because 4s is the outer orbital and has the valence electrons and not 3d orbital. 5 F atoms combine with As to form sp​3d hybridisation and so the molecule has trogonal bypyramidal structure.
