Xe is the central atom, which has 8 valence electrons. Two atoms of F combine with two electrons of Xe to form 2 bond pairs. The remaining 6 electrons remain as 3 pairs of lone pairs around the central atom.
Thus total electron pairs= 3lone pairs+ 2bond pairs
= 5 electron pairs
But  hybridisation is sp3d, but shape is linear, as the lone pairs occupy the equatorial positions.
