he can separate the mixture by using separating funnel...
as we know that the oil is lighter than water so it floats on the water.. in the given below diagram we can see that water is settled below... when we press the stopcock the water started passing through that funnel and come in beaker placed below... when the oil reaches to the stopcock then we must release stopcock.... in this way we can separate oil and water.... note: in the given below diagram it show about kerosene oil and water but same happen with cooking oil and water...... 

He should use a separating funnel. Diagram is given in NCERT Pg-20 Fig-2.6.
