Regional rural banks complement to all other sources of credit ?How as explained in study material?

Regional rural banks allow farmers with credit and deposit facilities. These facilities, being available to a certain extent in the rural areas through commercial banks and cooperative societies, are only complemented by regional rural banks. The schemes such as microcredit, kissan credit card etc by RRBs are already available through commercial banks under different names. But RRBs initiated these to complement and support commercial banks for generating financial awareness in rural areas.
