Yes. I agree with the above statement. This is because as per the Indian Partnership Act of 1932, it is not mandatory to register the partnership. Similarly, it is also not mandatory to have a partnership deed. However, the partners find it beneficial to register their partnership firm (to procure license and other permissions) and to have a written partnership deed (in order to avoid any future disputes among them).
