DDT was known to be a highly effective insecticide int the past. Why did it not wipeout all mosquito population?

widespread agricultural use led to resistant insect populations. In many areas, early victories partially or completely reversed, and in some cases rates of transmission even increased. The program was successful in eliminating malaria only in areas with "high socio-economic status, well-organized healthcare systems, and relatively less intensive or seasonal malaria transmission"

As DDT has spread before so due to mutation some mosquitoes have adapted to resistant to this insecticide that is DDT and this also an example of adaptive radiation
